อีกไม่นาน ค่าไฟฟ้าจะแพงขึ้น ต่อจากน้ำมัน

สงครามระหว่างอิหร่านและสหรัฐอเมริกาที่กำลังระอุในตะวันออกกลาง ที่ทำให้ราคาพลังงานโดยเฉพาะราคาน้ำมันพุ่งแรงนั้น กำลังสร้างความเดือดร้อนให้แก่ผู้ใช้น้ำมันในประเทศไทยจำนวนมาก
แต่นอกจากราคาน้ำมันที่กำลังเพิ่มขึ้นแล้ว ค่าไฟฟ้าของประเทศไทยก็อาจจะปรับเพิ่มขึ้นเช่นกัน จากราคาก๊าซธรรมชาติที่ปรับเพิ่มขึ้น หากสงครามระหว่างสหรัฐอเมริกาและอิหร่าน ยังไม่มีทีท่าจะจบลงในเร็ว ๆ นี้
เรื่องนี้เป็นเพราะอะไร ?

ย้อนกลับไปในปี 2516 ก๊าซธรรมชาติในอ่าวไทยถูกค้นพบครั้งแรกที่แหล่งเอราวัณในอ่าวไทย
ก่อนที่ต่อมา ประเทศไทยจะมีการผลิตก๊าซธรรมชาติเชิงพาณิชย์เป็นครั้งแรกขึ้นในปี 2524 เพื่อนำมาเป็นเชื้อเพลิงเพื่อการผลิตกระแสไฟฟ้า, เชื้อเพลิงในโรงงานอุตสาหกรรม, ยานพาหนะ, ก๊าซหุงต้ม รวมทั้งเป็นวัตถุดิบให้แก่ภาคอุตสาหกรรมปิโตรเคมีและภาคอุตสาหกรรมต่อเนื่องอื่น ๆ
จนนำไปสู่การพัฒนาโครงการพัฒนาพื้นที่ชายฝั่งทะเลตะวันออก หรือ “อีสเทิร์นซีบอร์ด” ซึ่งถือเป็นจุดเปลี่ยนครั้งสำคัญที่ช่วยขับเคลื่อนการเติบโตทางเศรษฐกิจของประเทศในเวลาต่อมา
เวลาผ่านไปกว่า 4 ทศวรรษ วันนี้ ก๊าซธรรมชาติถือเป็นแหล่งพลังงานหลัก ที่นำมาผลิตไฟฟ้าในประเทศ
หากลองไปดูสัดส่วนการผลิตไฟฟ้าตามแหล่งพลังงานของประเทศไทย จะประกอบไปด้วย
- ก๊าซธรรมชาติ 56%
- ถ่านหินและลิกไนต์ 15%
- พลังงานหมุนเวียน 12%
- ไฟฟ้านำเข้า 13%
- อื่น ๆ 4%
ทั้งนี้ ก๊าซธรรมชาติที่นำมาผลิตไฟฟ้าของประเทศนั้น ปัจจุบันมาจาก 3 แหล่งหลัก คือ
- ก๊าซธรรมชาติจากอ่าวไทย
- ก๊าซธรรมชาติที่นำเข้าจากเมียนมา
- และก๊าซธรรมชาติเหลว หรือ “LNG” ที่นำเข้าจากต่างประเทศ
ในบรรดา 3 แหล่งดังกล่าวนั้น ก๊าซธรรมชาติจากอ่าวไทย ถือเป็นแหล่งพลังงานต้นทุนต่ำที่สุด เนื่องจากเป็นแหล่งผลิตภายในประเทศ ทำให้ไม่ต้องเสียค่าขนส่งระยะไกล
อย่างไรก็ตาม ปริมาณก๊าซธรรมชาติในอ่าวไทยกำลังลดลงอย่างต่อเนื่อง จากการที่ถูกนำมาใช้เป็นเวลาหลายสิบปี
ทำให้ต้องมีการนำเข้าก๊าซธรรมชาติเหลวจากต่างประเทศเพิ่มขึ้น เพื่อลดความเสี่ยงจากการพึ่งพาแหล่งก๊าซในอ่าวไทย
โดยแหล่งนำเข้าก๊าซธรรมชาติเหลวหลัก ๆ นั้นมาจากกาตาร์ สหรัฐอเมริกา และออสเตรเลีย แต่เนื่องจากก๊าซธรรมชาติเหลวที่นำเข้า มีต้นทุนแพงที่สุดเมื่อเทียบกับก๊าซธรรมชาติจากอ่าวไทยและก๊าซธรรมชาติที่นำเข้าจากเมียนมา เนื่องจากต้องขนส่งระยะไกลผ่านทางเรือ
ที่สำคัญคือ ก๊าซธรรมชาติที่นำเข้ามา ต้องใช้เทคโนโลยีขั้นสูงในการลดอุณหภูมิก๊าซลงเหลือประมาณ -160 องศาเซลเซียส เพื่อให้กลายเป็นของเหลว เพื่อช่วยเพิ่มความปลอดภัยในการขนส่ง และเมื่อไปถึงปลายทาง ก็จะมีการแปลงสภาพก๊าซธรรมชาติเหลวให้กลับไปเป็นก๊าซอีกครั้ง
พอเรื่องเป็นแบบนี้ จึงทำให้ก๊าซธรรมชาติเหลว กลายเป็นวัตถุดิบที่มีต้นทุนในการนำไปผลิตไฟฟ้าที่แพงที่สุด ในบรรดาแหล่งก๊าซธรรมชาติที่นำมาผลิตไฟฟ้าของประเทศ
ที่น่าจับตาคือ ประเทศไทยเริ่มนำเข้าก๊าซธรรมชาติเหลวเข้ามาครั้งแรกในปี 2554 และสัดส่วนดังกล่าวเพิ่มขึ้นอย่างต่อเนื่อง
ปี 2554 สัดส่วนการนำเข้าก๊าซธรรมชาติที่นำเข้าจากเมียนมา 91% และนำเข้าก๊าซธรรมชาติเหลว 9%
ปี 2568 สัดส่วนการนำเข้าก๊าซธรรมชาติที่นำเข้าจากเมียนมา 21% และนำเข้าก๊าซธรรมชาติเหลว 79%
ขณะที่มูลค่าการนำเข้าก๊าซธรรมชาติเหลวในช่วง 10 ปีที่ผ่านมา
ปี 2558 มูลค่าการนำเข้าก๊าซธรรมชาติเหลว 77,000 ล้านบาท
ปี 2568 มูลค่าการนำเข้าก๊าซธรรมชาติเหลว 150,000 ล้านบาท
จะเห็นว่า ประเทศไทยนั้นมีการพึ่งพาสัดส่วนการนำเข้าก๊าซธรรมชาติเหลวจากต่างประเทศเพิ่มมากขึ้น รวมทั้งรายจ่ายที่นำเข้าก๊าซธรรมชาติเหลวจากต่างประเทศก็เพิ่มขึ้นเช่นกัน
และเมื่อย้อนกลับไปในปี 2565 หลายคนน่าจะพอจำกันได้ว่า หนึ่งในผลกระทบจากสงครามระหว่างรัสเซียกับยูเครนนั้น ทำให้ราคาก๊าซธรรมชาติเหลวในตลาดโลกพุ่งสูงขึ้น ซึ่งเป็นปัจจัยหลักที่ผลักดันค่าไฟฟ้าของไทยให้ปรับตัวสูงในช่วงเวลาดังกล่าว
ประเด็นสำคัญก็คือ วิกฤติสงครามในตะวันออกกลางที่กำลังเกิดขึ้นนี้ ทำให้กาตาร์ ซึ่งเป็นหนึ่งในผู้ผลิตก๊าซธรรมชาติรายใหญ่ที่สุดของโลก ได้ตัดสินใจระงับการผลิตและส่งออกก๊าซธรรมชาติเหลว จากเหตุผลด้านความปลอดภัย
หรือก็คือ ก๊าซธรรมชาติเหลวกว่า 1 ใน 5 ของโลกที่กาตาร์ผลิตได้ จะหายไปจากตลาดทันที
จนทำให้หลายฝ่ายกังวลว่า เรื่องนี้อาจทำให้ราคาก๊าซธรรมชาติเหลวพุ่งสูง จนส่งผลกระทบต่อค่าไฟฟ้าอีกครั้ง
ถ้าสรุปสั้น ๆ แล้ว
- ตอนนี้ เราผลิตไฟฟ้าโดยใช้ก๊าซธรรมชาติกว่า 56%
- 10 ปีที่ผ่านมา เรานำเข้าก๊าซธรรมชาติเหลว เพิ่มขึ้นกว่าเท่าตัว
- Supply ที่หายไปทันทีกว่า 1 ใน 5 ของโลก กำลังดันให้ราคาก๊าซธรรมชาติเหลวพุ่งสูงขึ้น
ซึ่งถ้าเป็นแบบนั้น ก็คงไม่แปลกอะไร ถ้าราคาค่าไฟ ต้องปรับเพิ่มขึ้นอีก
และแน่นอนว่าเรื่องนี้ ก็คงซ้ำเติมภาคธุรกิจ และครัวเรือนไทย ไม่น้อยเลยทีเดียว..

Electricity bills may soon rise — after oil /By Longtunman
The escalating conflict between Iran and the United States in the Middle East, which has caused energy prices — especially oil prices — to surge, is creating hardship for many oil users in Thailand.
But beyond rising oil prices, Thailand’s electricity bills may also increase, due to higher natural gas prices, if the conflict between the United States and Iran shows no sign of ending anytime soon.
Why is this happening ?
Longtunman will explain.
Back in 1973, natural gas in the Gulf of Thailand was first discovered at the Erawan field.
Later, in 1981, Thailand began commercial production of natural gas for the first time, using it as fuel for electricity generation, industrial factories, vehicles, cooking gas, as well as a feedstock for the petrochemical industry and other related industries.
This eventually led to the development of the Eastern Seaboard Development Program, which became a major turning point in helping drive the country’s economic growth in the years that followed.
More than four decades have passed, and today natural gas has become the main energy source used to generate electricity in Thailand.
If we look at Thailand’s electricity generation mix by energy source, it consists of:
- Natural gas 56%
- Coal and lignite 15%
- Renewable energy 12%
- Imported electricity 13%
- Others 4%
At present, the natural gas used to generate electricity in Thailand comes from three main sources:
- Natural gas from the Gulf of Thailand
- Natural gas imported from Myanmar
- And liquefied natural gas, or “LNG,” imported from abroad
Among these three sources, natural gas from the Gulf of Thailand is the lowest-cost source of energy, because it is produced domestically and does not require long-distance transportation.
However, the amount of natural gas in the Gulf of Thailand has been declining continuously after being used for several decades.
As a result, Thailand has had to import more LNG from overseas in order to reduce the risk of relying too heavily on gas from the Gulf of Thailand.
The main sources of Thailand’s LNG imports are Qatar, the United States, and Australia. But imported LNG has the highest cost compared with gas from the Gulf of Thailand and gas imported from Myanmar, because it must be transported over long distances by ship.
More importantly, imported natural gas requires advanced technology to cool it down to around -160 degrees Celsius so that it can become liquid, which makes transportation safer. Then, once it arrives at its destination, the LNG must be converted back into gas again.
Because of this, LNG has become the most expensive gas source used for electricity generation in Thailand.
What is worth watching is that Thailand first started importing LNG in 2011, and its share has continued to rise ever since.
In 2011, the share of imported natural gas was 91% from Myanmar and 9% from LNG.
In 2025, the share of imported natural gas was 21% from Myanmar and 79% from LNG.
Meanwhile, the value of Thailand’s LNG imports over the past 10 years has also increased significantly.
In 2015, the value of LNG imports was 77 billion baht.
In 2025, the value of LNG imports was 150 billion baht.
This shows that Thailand has become increasingly dependent on imported LNG from abroad, and at the same time, its spending on LNG imports has also risen.
Looking back to 2022, many people may remember that one of the impacts of the Russia-Ukraine war was a sharp rise in global LNG prices, which became a major factor pushing up Thailand’s electricity bills during that period.
The key issue now is that the conflict in the Middle East has led Qatar — one of the world’s largest natural gas producers — to suspend LNG production and exports for safety reasons.
In other words, more than one-fifth of the world’s LNG supply produced by Qatar would disappear from the market immediately.
This has raised concerns among many parties that LNG prices may surge again, which could affect electricity prices once more.
To summarize briefly:
- Right now, Thailand generates more than 56% of its electricity using natural gas
- Over the past 10 years, Thailand’s LNG imports have increased by more than double
- A supply loss of more than one-fifth of the global market is now pushing LNG prices higher
And if that happens, it would not be surprising if electricity prices need to rise again.
And of course, that would put even more pressure on Thai businesses and households.
