ข่าวใหญ่ช่วงนี้ คือการที่ UAE เลือกออกจากกลุ่ม OPEC+ หรือ Organization of the Petroleum Exporting Countries ซึ่งเป็นการรวมตัวกันของประเทศผู้ผลิตน้ำมัน
UAE เป็นสมาชิกรายใหญ่ของกลุ่ม ที่มีปริมาณการผลิตมากถึง 4.5 ล้านบาร์เรลต่อวัน หรือ 12.5% ของกำลังการผลิตรวมทั้งกลุ่มในปี 2025
ทั้งที่เป็นรายใหญ่ และน่าจะมีบทบาทสำคัญในกลุ่ม ซึ่งก็น่าจะได้ผลประโยชน์ไปด้วย แล้วทำไมวันนี้ UAE ถึงเลือกเดินออกจาก OPEC+ ที่อยู่มานานเกือบ 60 ปี ?

OPEC ก่อตั้งในปี 1960 โดยมีสมาชิกผู้ก่อตั้งคือ อิหร่าน, อิรัก, คูเวต, ซาอุดีอาระเบีย และเวเนซุเอลา เพื่อทวงคืนอำนาจต่อรองราคาจากบริษัทน้ำมันข้ามชาติของตะวันตก
ก่อนที่ต่อมาจะดึงพันธมิตรผู้ผลิตรายใหญ่นอกกลุ่มอย่างรัสเซีย, โอมาน, เม็กซิโก และประเทศอื่น ๆ เข้ามา จนเกิดเป็นความร่วมมือในชื่อ OPEC+ ในปี 2016
โดยบทบาทหลักของกลุ่มนี้ คือการควบคุมปริมาณน้ำมันโลกไม่ให้ล้นตลาดเกินไป
ส่วน UAE หรือ สหรัฐอาหรับเอมิเรตส์ ก็ได้กระโดดเข้ามาร่วมกลุ่มนี้ในปี 1967
และตั้งแต่ปี 1971 ซึ่งเป็นปีที่ UAE รวมตัวกันเป็นประเทศ
GDP ของ UAE มีมูลค่าประมาณ 3,000 ล้านดอลลาร์สหรัฐเท่านั้น
แต่รู้หรือไม่ว่า ในปี 2025 ที่ผ่านมา GDP ของ UAE พุ่งขึ้นไปสูงถึงกว่า 550,000 ล้านดอลลาร์สหรัฐ
คิดเป็นการเติบโตเฉลี่ยประมาณ 10% ต่อปี ติดต่อกัน 54 ปี (ในรูปของเงินดอลลาร์สหรัฐ)
ซึ่งถือเป็นตัวเลขที่สูงมาก ๆ เมื่อเทียบกับมาตรฐานโลก
แล้วการเติบโตระดับนี้ มีที่มาจากไหน ?
ในอดีตแน่นอนว่าน้ำมัน คือท่อน้ำเลี้ยงหลักของ UAE ที่คิดเป็นสัดส่วนกว่า 50% ของ GDP
แต่ปัจจุบัน UAE เปลี่ยนไปแล้ว เพราะรายได้จากน้ำมันคิดเป็นไม่ถึง 30% ของรายได้รวมทั้งหมด
ส่วนอีกกว่า 70% ที่เหลือมาจากสารพัดธุรกิจที่เราเห็นจนชินตา ไม่ว่าจะเป็น
- Dubai International Airport ฮับการบินระดับโลก
- การท่องเที่ยวระดับไฮเอนด์
- อสังหาริมทรัพย์ระดับลักชัวรี
- หรือแม้แต่ศูนย์กลางทางการเงินและการขนส่ง ที่แทบทุกบริษัทข้ามชาติต้องมาตั้งออฟฟิศอยู่ใน UAE
แล้วทำไม UAE ถึงยอมทิ้งกลุ่ม OPEC+ ที่คอยดูแลราคาน้ำมันมาตั้งนาน ?
คำตอบสั้น ๆ คือ “ขีดความสามารถในการผลิต”
ในกลุ่ม OPEC+ การผลิตน้ำมันและส่งออกไม่ได้มีอิสระที่จะผลิตได้ตามใจ แต่จะมีระบบโควตา ที่กำหนดไว้
เพราะถ้าต่างคนต่างผลิตกันออกมามาก ราคาน้ำมันโลกก็จะร่วงตกลง และกลุ่มผู้ผลิตน้ำมันก็จะสูญเสียรายได้ก้อนโต
ยกตัวอย่างในปี 2025 กลุ่ม OPEC+ มีกำลังการผลิตรวมกันประมาณ 39-40 ล้านบาร์เรลต่อวัน ซึ่งโควตาของ UAE ถูกจำกัดไว้ที่ประมาณ 3.2 ล้านบาร์เรลต่อวันเท่านั้น
แต่ความจริงก็คือ UAE มีความพร้อมมากกว่านั้นมาก..
ปัจจุบัน UAE มีกำลังการผลิตจริงอยู่ที่ประมาณ 4.5 ล้านบาร์เรลต่อวัน และมีแผนจะขยายเพิ่มให้ถึง 5 ล้านบาร์เรลต่อวันภายในปี 2027 ด้วยเทคโนโลยีที่ล้ำสมัยที่สุดในภูมิภาค
ดังนั้น แม้ราคาขายน้ำมันต่อหน่วยจะขึ้น และได้ประโยชน์ร่วมทั้งกลุ่ม แต่สำหรับ UAE แล้ว การที่มีความสามารถมากพอที่จะผลิตน้ำมันได้ถึง 3 ส่วน แต่กลับส่งขายได้เพียง 2 ส่วน
กำไรต่อหน่วยที่เพิ่มขึ้น ก็คงชดเชยไม่ได้กับรายได้รวมที่ต้องโยนทิ้งไปในแต่ละวัน เพราะทำตามข้อตกลงของกลุ่ม
ลองนึกภาพว่า เรามีร้านอาหารที่จองคิวแน่นตลอด มีวัตถุดิบเหลือเฟือ และทำกำไรได้ดี แต่กลับถูกเพื่อนในกลุ่มสั่งว่า “ห้ามทำยอดเกินนี้” เพราะเดี๋ยวร้านข้าง ๆ จะขายไม่ออก นี่แหละคือสิ่งที่ UAE กำลังเจอ
แล้วทำไม UAE ถึงเลือกออกจาก OPEC+ ตอนนี้ ?
แม้ว่าจะมีการกระจายแหล่งรายได้ จนไม่ได้พึ่งพารายได้จากน้ำมันเป็นส่วนหลักแล้ว
แต่วิสัยทัศน์ของ UAE ที่ต้องการเร่งเครื่องสร้างประเทศให้เป็นศูนย์กลางอุตสาหกรรมแห่งอนาคต ทั้งด้านเทคโนโลยีอวกาศ, พลังงานสะอาด และการเป็นฐานที่มั่นของบริษัทข้ามชาติทั่วโลก
ซึ่งการจะทำสิ่งเหล่านี้ให้สำเร็จในเวลาที่กำหนด ต้องอาศัยกระแสเงินสดจำนวนมหาศาล
นอกจากนี้ UAE ยังมองเห็นความจริงที่ปฏิเสธไม่ได้ว่า ยุคน้ำมันกำลังนับถอยหลัง..
ในวันที่โลกพยายามลดการใช้พลังงานฟอสซิลและเปลี่ยนผ่านไปสู่พลังงานสะอาด น้ำมันอาจมีค่าลดลงในอีกไม่กี่ทศวรรษข้างหน้า
การเร่งสูบขึ้นมาขาย แล้วเอาเงินไปสร้างอาณาจักรใหม่ให้ทันเวลานั้น ดูจะเป็นทางเลือกที่คุ้มค่ากว่า
และสิ่งที่ทำให้ UAE กล้าตัดสินใจแยกตัวออกมาอย่างเด็ดขาด คือทางรอดที่ประเทศอื่นไม่มี นั่นคือ ท่อส่งน้ำมัน Habshan-Fujairah
ท่อส่งขนาดมหึมานี้ เชื่อมจากแหล่งน้ำมันในอาบูดาบี วิ่งข้ามทะเลทรายผ่านประเทศไปออกที่ท่าเรือฟูไจราห์บนอ่าวโอมานที่ตั้งอยู่นอกช่องแคบฮอร์มุซโดยตรง
การที่ UAE มีเส้นทางด่วนนี้ ทำให้สามารถส่งน้ำมันออกสู่มหาสมุทรอินเดียได้โดยตรงโดยไม่ต้องง้อใคร และลดความเสี่ยงว่าใครจะมาบล็อกเส้นทาง
นี่คือแต้มต่อมหาศาลที่ทำให้ UAE มั่นใจว่าต่อให้เดินออกมาจากกลุ่ม ก็สามารถบริหารจัดการการส่งออกของตัวเองได้แบบอิสระ

One of the biggest pieces of news recently is that the UAE has chosen to leave OPEC+, or the Organization of the Petroleum Exporting Countries, a group made up of oil-producing nations.
The UAE is one of the group’s major members, with production capacity of as much as 4.5 million barrels per day, or 12.5% of the group’s total production capacity in 2025.
As a major member, the UAE should have played an important role in the group and should have benefited from it as well.
So why has the UAE decided to walk away from OPEC+, after being part of it for almost 60 years?
Longtunman will explain.
OPEC was founded in 1960 by its founding members: Iran, Iraq, Kuwait, Saudi Arabia, and Venezuela. Its purpose was to reclaim bargaining power over oil prices from Western multinational oil companies.
Later, it brought in major oil-producing partners from outside the group, such as Russia, Oman, Mexico, and other countries. This eventually became the cooperation known as OPEC+ in 2016.
The main role of this group is to control the global oil supply so that there is not too much oil in the market.
As for the UAE, or the United Arab Emirates, it joined this group in 1967.
Since 1971, the year the UAE was formed as a country, its GDP was only around 3 billion US dollars.
But did you know that in 2025, the UAE’s GDP had surged to more than 550 billion US dollars?
That means it grew by an average of around 10% per year for 54 consecutive years, in US dollar terms.
This is an extremely high figure when compared with global standards.
So where did this level of growth come from ?
In the past, oil was definitely the UAE’s main lifeline, accounting for more than 50% of GDP.
But today, the UAE has changed. Oil revenue now accounts for less than 30% of total revenue.
The remaining more than 70% comes from all kinds of businesses that we are now familiar with, such as:
- Dubai International Airport, a world-class aviation hub
- High-end tourism
- Luxury real estate
- And even financial and logistics hubs, where almost every multinational company wants to set up an office in the UAE.
So why would the UAE walk away from OPEC+, a group that has helped manage oil prices for such a long time ?
The short answer is “production capacity.”
Within OPEC+, oil production and exports are not completely free. Members cannot produce as much as they want because there is a quota system.
This is because if every country produced as much oil as possible, global oil prices would fall, and oil-producing countries would lose a huge amount of revenue.
For example, in 2025, OPEC+ had a combined production capacity of around 39-40 million barrels per day, while the UAE’s quota was limited to only around 3.2 million barrels per day.
But the truth is, the UAE is capable of producing much more than that.
At present, the UAE’s actual production capacity is around 4.5 million barrels per day. It also has a plan to increase this to 5 million barrels per day by 2027, using some of the most advanced technology in the region.
So even if the selling price of oil per unit rises and the UAE benefits together with the group, the problem for the UAE is this:
It has the ability to produce 3 parts of oil, but is only allowed to sell 2 parts.
The higher profit per unit may not be enough to compensate for the total revenue it has to throw away every day just to follow the group’s agreement.
Imagine owning a restaurant that is fully booked all the time, has plenty of ingredients, and makes good profits. But then your friends in the group tell you, “You are not allowed to make more than this amount of sales,” because otherwise, the restaurants next door will not be able to sell.
That is exactly what the UAE is facing.
So why has the UAE chosen to leave OPEC+ now ?
Even though the UAE has diversified its sources of income and no longer relies mainly on oil revenue,
the country still has a vision to accelerate its development into a hub for future industries, including space technology, clean energy, and becoming a base for multinational companies from around the world.
To achieve all of this within the planned timeframe, the UAE needs a massive amount of cash flow.
On top of that, the UAE also sees an undeniable reality: the oil era is counting down.
As the world tries to reduce its use of fossil fuels and shift toward clean energy, oil may become less valuable over the next few decades.
So speeding up oil production, selling it, and using the money to build a new empire in time may be the more worthwhile choice.
And what gives the UAE the confidence to make such a decisive break is a lifeline that many other countries do not have: the Habshan-Fujairah pipeline.
This massive pipeline connects oil fields in Abu Dhabi, runs across the desert, and reaches the port of Fujairah on the Gulf of Oman, which is located directly outside the Strait of Hormuz.
Because the UAE has this express route, it can export oil directly to the Indian Ocean without depending on anyone else. It also reduces the risk of anyone blocking its route.
This is a huge advantage that gives the UAE confidence that even if it walks away from the group, it can manage its own exports independently.
From the first day the UAE joined OPEC+, its GDP has grown by more than 180 times over 54 years.
And today, the UAE is choosing to make a new bet by walking away from OPEC+.
It is doing this to step into a new era of its own, without oil quotas becoming a limit on its growth.
